Committee of Management

Rebecca Wells

Rebecca passionately believes in the impact of community leadership programs and has been an active supporter of the Northern Mallee Leaders since she graduated from the program in 2009. She was Chairman of the Advisory Committee before taking on the role as Chairman of the Committee of Management.

Some of Rebecca’s other community activities include a membership of the Mallee Regional Partnership and Chairman of the Merbein and District Community Bank Branch of Bendigo Bank.  She has been a committee member on Merbein Vanilla Slice Inc and the Merbein Centenary Committee. Rebecca is a graduate of the AICD Company Directors course and holds a Master of Business Administration, Master of Media Production and a Bachelor of Arts.

Ian Ballantyne

Recently retired from providing a private consultancy service in project and executive management services in agriculture and natural resource management.

Over 40 years experience working in agriculture, community and natural resource management issues in north western Victoria.

Employed by the Mallee Catchment Management Authority for 6 years in a range of senior management roles, including acting CEO and managing community, cultural heritage, land and water management programs.

Projects Director with SunRISE 21 Inc. for 6 years undertaking projects to assist and encourage better management of the region’s land and water resources.

Employed in Victorian Department of Primary Industries for 27 years providing research, extension and regulatory services to the horticultural and livestock industries in North West Victoria.

Inaugural Chair of the Northern Mallee Leaders Program Community Reference Group, current Director with MADEC and Chair of Audit Committee for Sunraysia Rural Counselling Service Inc.

Life member of Mildura Apex Club and active member of Lions Club of Mildura.

Trevor Carter APM

Trevor retired as a Police Commander in 2014 having served 36 years with Victoria Police. In 2015 he moved to Mildura with his wife and established a consulting business specialising in leadership development and civil complaint assessments.

Trevor held various responsibilities within Victoria Police including the management of legal and corporate policy, managing a large metropolitan division, and the development and implementation of strategies focussed on strategic and operational priorities.

Trevor is the recipient of the Victoria Police Service Medal and in 2012 he was awarded the Australian Police Medal for outstanding services to the Victoria community.

Trevor holds a Certificate in Applied Management and is a graduate of the Australian and New Zealand School of Government and holds Masters in Public Administration (Executive).

Trevor is married to Jenny and they have two adult sons and six grandchildren. Aside from his family, Trevor’s interests include travelling, fishing and spending time with friends.

Laurence Burt

Mr Laurence Burt has been the Chief Executive Officer of MADEC Australia since June 2012, when he also joined the inaugural Northern Mallee Leaders Program Committee of Management.

Prior to working with MADEC, he held the position of Chief Executive Officer of Robinvale District Health Services for four years and has held a range of senior management and executive level positions in Vocational Education and Training organisations over a period of 17 years across Northern Victoria and Southern NSW.

Mr Burt is a strategic leader with strong corporate management experience. He is passionate about the value of education and employment and is committed to rural and regional economic development and building capacity within communities.   He also has a strong appreciation of the issues and barriers that are faced by service delivery organisations working in rural communities across large geographic areas.

Jackie Heaysman

Jackie has a passion for education, training and career development, with 20 years’ experience in the Vocational Education and Training sector. She has a Graduate Certificate in Careers Education and Development and Diploma’s in Vocational Education and Training, TAE, Business and Training, Design and Development.

Jackie served on the Chances for Children Committee of Management for one year and recently took up a position at Mallee Family Care as the Program Coordinator with Chances for Children.

Jackie is an Alumni of the Northern Mallee Leaders having participated in the program in 2015.

Jenny Garonne

Developing dynamic, connected community leaders is a strong desire of Jenny Garonne. Given her extensive experience gained through holding positions on many boards and leadership roles in economic, community and business for over thirty years, she has a wealth of knowledge to support the Northern Mallee Leaders program.

Jenny has advanced knowledge in business and regional development, government, finance, facilitating collaborative action, clustering and encouraging innovation and entrepreneurial culture gained through the different roles and projects she has initiated or has been involved with.

At the same time she has personally been involved with Rotary for over twenty-five years and is currently a Director of Zoe Support assisting young mothers to reengage with education.

Her formal qualifications include an Executive Masters in Public Administration, Bachelor of Commerce (Accounting), a Fellow CPA Accountant and Graduate Diploma of Education. Jenny has recently completed the Institute of Company Director’s course.
